Land Reclamation Program Administration

For many counties, 2001 legislation requiring reclamation of nonmetallic mining sites (Wisconsin NR 135) created an administrative burden. Many Wisconsin counties were forced to hire additional planning or land conservation staff or contract with outside consultants to meet these administrative requirements. We offer two approaches, providing direct administrative service or training your staff to meet the requirements of NR 135.

A Systematic Approach
Utilizing our industry expertise and knowledge of relevant regulations, government processes and tight budgets, we have established efficient, cost effective methods for land reclamation program administration.

Upon completion of a project, Courter Resource Group assists regulatory authorities, inspecting sites, tracking fees, verifying acres disturbed and ensuring compliance with NR 135. Our emphasis is determining whether reclamation has been carried out in accordance with the approved reclamation plan and certifying acres that have been reclaimed.

Training
Courter Resource Group also offers training workshops to help government agencies certify reclaimed acres.

Case Study:
Green Lake County (WI) sought assistance in implementing NR 135. Personnel changes and other circumstances beyond their control led them to outsource the project. In 2005, Courter Resource Group was retained to implement the program, reviewing operator reclamation plans and sites to comply with the requirements of NR 135 and set up an efficient program for ongoing oversight. The results: Green Lake County’s full compliance with the Wisconsin Department of Natural Resources provisions of NR 135.
